How it decides

Same country means your own VAT, whoever the buyer is. Different EU country, business buyer, valid VAT number: reverse charge, and you invoice without VAT. Outside the EU: no EU VAT at all. Consumer in another member state: it depends on thresholds, so the tool says so rather than guessing.

The note matters as much as the number

An invoice with no VAT on it has to say why. "VAT reverse-charged" with the article reference is what makes it a compliant zero rather than a mistake, and it is the first thing an auditor looks for. The tool gives you the exact line for each outcome.

Where it stops

It applies the general place-of-supply rules. Work on land is taxed where the land is; admission to events where the event is; transport and hire have their own rules; digital services to consumers are taxed where the consumer is from the first euro. If your sale is one of those, this tool will tell you it is not the whole answer.
