What it proves, and what it does not
It proves the number matches the pattern its country issues — the right prefix, the right length, the right mix of letters and digits. That catches a mistyped or transposed number, which is the common case. It does not prove the number is registered to anyone, and nothing offline can.
Why the format check is worth doing first
Because a malformed number will be rejected by VIES and by your Access Point anyway, and the failure message you get back will not tell you which character is wrong. Ruling out the typo takes a second and saves the round trip.
The two prefixes that are not country codes
Greece invoices as EL though its ISO code is GR, and Northern Ireland uses XI under the Windsor Framework. Both are real VAT prefixes that will look wrong to anything matching on ISO codes — this tool handles them.
